In this reason, since 1980s advanced countries such as EU, US, Japan, have conducted concentrated investment on development of original technology of material through implementation of comprehensive material development projects at the national level as well as have reorganized industrial structure focusing on material industry to make efforts of maintaining superiority in the material field.
Advanced countries established database of vast amount of material information in last a few decades as a strategy to maintain superiority in the material field. With it those countries actively apply and use it for material technology development and design of components and products as well as manage it thoroughly as an important national asset.
Additionally in case of the US, it has carried out a project called MGI (Materials Genome Initiative) which is a giant material data processing project to reduce the time for material development and industrialization to connect material information, data processing, and test assessment.
Materials are required a lot of investment along multiple steps from developing to coming into the market. At the beginning several kg of studied and developed materials go through the middle level which is semi-mass-producing test production at a pilotplant level for commercialization through mass-production. At the step, only materials which secure reproducibility and safety can compete in the market so small and middle sized companies have lack of conditions to afford for it such as capital, facilities, and human resources.
Under this kind of situation, Korean government realized the importance of material industry for national development so in order to become a powerful nation of materials it announced that under a vision state of “leap to the global fourth powerful nations of materials in 2020”, it will support to lead the market and make an environment for advancement of material industry through a fast chase strategy for material resource technology development, enhancement of infrastructure support for professional companies, M&A and material exclusive funds. Under the government's policy goal, on 23th November 2006 the metal materials information bank was established to support metal material resource technology development and national metal materials and advancement of related demand industries. The bank changed to Metal Materials Total Solution Center as integrating data processing and test bed field.
Metal Materials Total Solution Center builds and distributes of materials information, and supports metal materials' production process computational analysis and application of big equipments which are related to major metal materials' process (dissolution, casting, rolling, metal power) and semi-mass-production technology.
